Does anyone know what this is? I have it in my downloaded objects. I was deleting my cookies, then I was trying to delete this file but it won't? Says another program is using it, although I have nothing open except IE....

Select it, right mouse, properties.
It will give you more info on who it belongs to, and the files that are part of it.

Wait: It says Active X Controls, but why can't I delete it? Except for size of the file, everything else is unknown...

Try to remove it in safe mode.
